Rocky Alejandro L. Reyes heads the Special Projects Department, the Firm’s largest practice group. He is a recognized expert in power and energy, having been heavily involved in local power projects since 1986, when the first Build-Operate-Transfer (BOT) Project was signed in the Philippines (and before the BOT Law was passed). He has advised on power projects in Pakistan, China, Thailand, Indonesia, and Vietnam.

Among his mergers and acquisitions projects are the acquisition of interest in the 25.5MW hydroelectric power station of Agusan Power Corporation in Agusan del Norte, Mindanao and the PhP7.1 billion acquisition of 20% interest in Global Business Power Corporation.

His experience also covers infrastructure and mass transit. In this field, his work includes the 200MW Navotas 1 gas turbine power station (First BOT project in the Philippines), 100MW diesel power plant in Iligan City (First IPP project in the Philippines), 300MW Malaya thermal power plant (First ROM project in the Philippines), and the US$930 million privatization of the Masinloc coal-fired thermal power plant (then the biggest power plant to be privatized under the Electric Power Industry Reform Act [EPIRA]).
