Shanghai-based senior partner Yu Shengxing, also known as Steven Yu, of Hiways Law Firm wins our February lawyer of the month award for his contribution to a victory for three Chinese companies in a Sino-US anti-dumping and countervailing case.

Yu led his team, alongside Jincheng Tongda & Neal, to represent three Chinese fabricated structural steel producers in anti-dumping and countervailing investigations in the US brought by the American Institute of Steel Construction (AISC).

The case ended after the US International Trade Commission (USITC) overturned a US Department of Commerce’s decision to add high anti-dumping and countervailing taxes on the Chinese companies. The Chinese law firms were able to convince the USITC that its client’ products did not negatively impact the US steel industry. The lawyers proved that the AISC exaggerated the statistics of their clients’ advantages beyond pricing.

Prior to entering private practice in 2003, Yu served at the Shanghai World Trade Organization (WTO) Affairs Consultation Centre, the first Chinese WTO service body, where he advised government agencies, enterprises and industry associations on trade compliance upon China’s WTO access.

At Hiways, Yu leads a team representing domestic clients on safeguarding their trade and investment interests around the globe. His practice focuses on trade law, foreign investment law, and corporate and commercial matters.
