Dugerjav Dash-Onolt is a Partner at MDS KhanLex LLP with more than 40 years of distinguished experience in Mongolia’s legal sector. She is recognized as one of the most reputable lawyers in capital markets and legislative policy, and is the founder and Vice President of the Mongolian Women Lawyers Association, as well as a longstanding member of the Mongolian Bar Association.
Her career began at the General Prosecutor’s Office, where she served for over 10 years as a prosecutor. She subsequently held the position of Legal Expert at the Ministry of Justice, followed by an academic tenure at the Institute of Finance and Economics as Professor of Business Law and Vice Dean, and she later appointed Standing Commissioner of the Financial Regulatory Commission of Mongolia. Since 2011, she has been a Founder and Partner at MDS KhanLex LLP.
Ms. Dash-Onolt has played a central role in drafting and improving key legislation in Mongolia, including the Civil Code (1999, 2002), Company Law (1999, 2011), Law on Immovable Property Pledge (2009), Law on Asset-Backed Securities (2010), Law on the Securities Market (2013), Law on Child Rights (2016), Law on Child Protection (2016), Law on Arbitration (2017). Her work spans comparative legal studies of foreign-drafted regulations and Mongolian legislation, legal translations, policy development, and preparing legislative amendments, particularly in collaboration with the Financial Regulatory Commission, the Mongolian Stock Exchange and the Mongolian Association of Securities Dealers, including drafting listing rules and OTC regulations.
With deep expertise in capital markets, Ms. Dash-Onolt has acted as lead counsel on numerous high-profile IPOs and bond issuances, both domestically and internationally, asset backed securities, and investment funds. Notably, she advised on the IPO of Erdenes Tavan Tolgoi JSC, holder of the world’s largest coking coal deposit, on the London and Hong Kong Stock Exchanges, as well as on bond issuances by State Bank JSC of Mongolia at Singaporian Exchange, SPVs established by the Mongolian Mortgage Corporation.
She also served as co-author and legal expert for the Scientific Commentary on the Civil Code of Mongolia (2002–2004) and has published several books on business and financial law.
Ms. Dugerjav is licensed by the FRC to advise on legal matters related to the capital market and currently leads MDS KhanLex LLP’s practice in Capital Market and Legislative Policy.
